HIGH IMPACT OF FOREIGN INVESTMENT – ¿WHAT ABOUT OIL EXPLORATION?

If the ministry of Industry and Tourism, works on the design of incentives to attract “higher foreign investment of high impact”, looking for the increase of Colombian exportations, ¿what is the current dynamic of the country, through the Mines and Energy Ministry and its National Agency of Hydrocarbons, for the new scenario of international prices of the crude, which has been going on for more than 3 years?

There is no doubt that Colombia needs to pluralize its economy into multiple lines in which the country has opportunities of generating higher incomes. However, isn’t and hasn’t oil exploration been considered as a high impact factor in terms of foreign investment?

After four years of the new scenario of oil prices, it is not well known to what extent the Ministry of Mines and Energy through its National Agency of Hydrocarbons – ANH- are being the protagonists of new interinstitutional strategies, better action integrated plans and new legal and tax waves, which break paradigms so that the country can really compete with other countries of the continent in order to keep the exploration resources and bring other resources to the country.

The year 2017 has finished and the country is moving really slow towards the activation of the oil exploration with drill.

Si el Ministerio de Industria y Turismo, en su ramo, trabaja en el diseño de incentivos, para atraer “mayor inversión extranjera de alto impacto” en busca de, primeramente, incrementar las exportaciones colombianas, ¿Cuál es la dinámica actual del país, a través del Ministerio de Minas y Energía y su Agencia Nacional de Hidrocarburos, para el nuevo escenario de precios internacionales del petróleo crudo, que ya sobrepasa los tres (3) años?

No hay duda de que Colombia necesita pluralizar su economía, en múltiples renglones en los que el país tiene oportunidades de generar mayores divisas, pero ¿no es y no ha sido acaso la exploración petrolera considerada también como de alto impacto en materia de inversión extranjera?

Caminando ya sobre el cuarto año del nuevo escenario de precios de crudo, no se conoce de manera contundente, el que el Ministerio de Minas y Energía a través de su Agencia Nacional de Hidrocarburos – ANH – estén siendo protagonistas de nuevas estrategias interinstitucionales, mejorados planes de acción integrados, nuevos aires en materia jurídica y tributaria, que rompan esquemas y pueda el país competir realmente con otros países del continente, en su atractivo para que capitales de riesgo en exploración, se queden y otros se traigan al país.

Culminó el año 2017 y el país, en lo que a exploración petrolera con taladro se refiere, se mueve muy lentamente en su reactivación.
